How US Aviation Work Is Certified and Recorded

Aviation work in the United States is organized by certificates, and each certificate is issued, recorded and checked by a named agency. A pilot, a mechanic, a dispatcher and a line technician each hold a document the others do not. The first question in any aviation career is therefore not which school to attend but which certificate you are aiming at, and which agency signs it.

Which agency signs which certificate?

The Federal Aviation Administration holds most of the rules that govern day to day aviation work in the United States. It issues pilot certificates, mechanic certificates with airframe and powerplant ratings, dispatcher certificates and repair station certificates. The training course itself is approved under a specific part of the regulations. A school that cannot point to those items is asking for trust instead of showing paper.

What is a repair station, and why does its certificate matter?

A repair station is an organization certified to perform maintenance on aircraft and components under a specific rating. The certificate lists the ratings held, which define the kinds of work the station may approve. A station without a given rating cannot legally sign off that class of work, no matter how capable its technicians are.

For an aircraft owner, the practical question is whether the shop holds the rating that matches the job. For a technician, the question is whether the station's ratings and its approved procedures match the career path being considered. Both answers live in the certificate and in the rules the certificate points to.

How does the paper trail follow the work?

Every regulated task in aviation produces a record. A flight produces a logbook entry. A repair produces a maintenance record with the signature and certificate number of the person approving it. A training event produces an endorsement. An inspection produces a signed return to service.
